The CEO is responsible for formulating and executing corporate policy in all business areas, including planning, sales, marketing, contract negotiations, relations with governmental agencies, finance, human resources, quality control, manufacturing, development of physical plant, and research and development. In addition to knowledge of basic business and management principals, the CEO needs extensive knowledge and experience in military procurement and governmental contract procedures. In this context, the CEO must have a superior understanding of military technology, tactics, and technical programs as they relate to the application and uses of lasers and optics in combat, support, and command functions. The CEO must also have similar knowledge and experience with respect to industrial uses of lasers and optics. The CEO is responsible for positioning the company to develop uses and applications for laser and optic technologies that will meet future military and industrial needs. He or she must be able to anticipate the future potential of new technologies and must seek out developing technologies from various sources.

Ideally, the CEO should have management experience of at least 10 years with technologically oriented companies. Such experience should be with both small companies and large corporate entities, in order to better navigate the requirements of large defense contracting organizations and the government. Given the global nature of the high-tech industry and the intricacies of the import/export requirements of various countries English fluency, as well as fluency in other European and non-European languages is helpful.
